ugh. 1) you have 768 MB of ram. I would give my testies, 1 lung, kidney and legs for 768 gb ram. 2) vista will run xp games fine, but not in your case. 3) you should have at least 1 gig of ram (gb in your case) to run windows vista alone. 768mb, I dont really see how you can run anything. 4) elder scrolls is a huge game, would take up about 25% of your harddrive, and, except for your optical drive (Dvd super multi double layer of redundancy) I doubt any of your computer componants have the power to run this game. so, yes, your operating system can run the game, no, not from the current rig you have.
need more harddrive space (most likely) more ram (at least double what you have, id say go get 2 gigs), and probably a new processor and video card. but, besides that good luck with this awesome game! and, if you try to run it as is, be sure to let me know how that goes for you dont say I didnt warn you though.
Seems like you have a laptop, then there's nothing else you could do right away that would help to run that game except adding more RAM. It might run, but it would run very sluggish almost watching a fast slide show in comparison. I do not think you will enjoy the game with your setup
