It is possible to access the phone through all the said methods. I will explain how to do this with a Series 60 symbian phone: 1.
your phones folders If your phone has WiFi, then you can run the SymSMB software on the phone, and you will be able to browse through phone folders from your PC, as if you are accessing another PC on the network. If you do not have Wifi, you can use the normal PC suite software which comes with Nokia to access your phones folders via USB/Bluetooth. 2.
as a web server You can access your phones data by making the phone act like a web server(install web server for S60). You will be able to choose whether you want the web server be ont he internet (by choosing either 3G, GPRS or internet connected WiFi access point), or you can choose it to be accessibe only from your LAN(by choosing to connect to an access point without internet connection) 3.
control of the phone: You can control your PC which is on the internet, if you use the VNC+ software ont the phone, and run the VNC server in the PC. Unfortunately, the reverse of controlling mobile using VNC is not possible because there is still not a VNC server for symbian. However, there are a number of applications which will let you remotely control your mobile from your laptop through USB/Bluetooth
